JOB TITLE: IS Director
REPORTS TO: VP of Human Resources and Support Services
Position Summary:
The IS Director will support under the direction and guidance of the VP of Human Resources and Support Services the technology vision and leadership for implementing information technology and managing IS projects and initiatives. The IS Director develops policies, directs, and coordinates team activities, such as network, and storage design, server and data center management, and application optimization and management. Will maintain information technology strategies by managing staff, researching, and implementing technological strategic solutions, and provide consultation and advisement on issues relating to Information Technology. The IS Director should be technically proficient and possess the ability to provide hands on assistance to the team as a working manager. This leader will collaborate with other facility leaders and manage a team of professionals who are accountable for the delivery of all information technology services in the system.
Primary Job Duties:
- Accomplishes information technology staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.
- Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities.
- Develops, directs, and coordinates budget preparation for IS Team aligned with risk assessments and business priorities secures approval of and monitors the budget for appropriate utilization of resources, with the highest of fiscal responsibility and cost effectiveness. Recommends space and other capital resources needed by the department. Prepares all reports required by VP Human Resources and Support Services.
- Directs technological research by studying organization goals, strategies, practices, and user projects.
- Verifies application results by conducting system audits of technologies implemented.
- Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures.
- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.
- Maintains quality service by establishing and enforcing organization standards.
- Ensures technology is accessible and equipped with current hardware and software.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Works with IT team to provide high quality service and support to CCHHS.
- Oversees the management and maintenance of CCHHS infrastructure to maximize uptime and availability.
- Manages all applications and ensures they are efficiently supported by CCHHS Infrastructures.
- Maintains a high level of professional responsibility and promotes effective working relations and works effectively as part of a department team inter- and intradepartmental to facilitate the department’s ability to meet its goals and objectives.
- Attends all required safety training programs and can describe his or her responsibilities related to general safety, department/service safety, and specific job-related hazards.
- Functions as role model for current and new staff.
- Facilitates problem resolution among coworkers as observed by management and peers.
- Demonstrates a constructive approach during all interactions with coworkers and management toward the organization.
- Promotes the profession of healthcare workers in the community.
- Presents neat appearance in proper attire and identification as required by the position, department, and the organization.

PORTFOLIO MANAGEMENT:
- Align IT initiatives with business priorities while balancing resource constraints (human and fiscal) to optimize IT investments (The IT Portfolio).
- Completes projects by coordinating resources and timetables with user departments and data center.
- Manages all projects in project management IT Portfolio.
- Performs and reports Risk Assessments and Analyses of business processes.
- Responsibility for installation, maintenance, and support of information technology for Chadron Community Hospital and Health Services
- Align technology, application and infrastructure strategies with Chadron Community Hospital and Health Services values and mission.
- Manage, in conjunction with other leaders, the project approval and selection process.
- Ensure that all initiatives in the IT portfolio have clear business goals and success metrics.
- Manage projects to include understanding and establishing a working relationship with other leaders and project owners to successful and timely completion.
- Build relationships between CCH&HS IT resources and external entities (e.g., government, vendors, and other health care organizations).
- Support a change management environment that is conducive to quality improvement initiatives.
TECHNICAL, BUSINESS, AND CLINICAL SUPPORT:
- Establish and maintain a service orientated, customer focused IT function that supports ongoing operations that drive efficiency, quality, customer service and growth. Develop service level agreements and manage performance levels for application availability, response time and network performance.
- Ensure that Chadron Community Hospital information systems operate according to internal standards, external accrediting agency standards and legal requirements.
- Ensure the protection of IT assets and the integrity, security and privacy of data and ePHI.
- Develop and maintain a business recovery plan to ensure timely and effective restoration of data and IT services in the event of a disaster.
COMMUNICATION AND COLLABORATION:

- Conduct and communicate IT planning in conjunction with other leaders aligning process change with workflow processes between the departments.

- Provide effective and timely information to enable better business decisions.
- Promotes organizational mission, vision and values. Demonstrates respect and regard for dignity of all patients, families, visitors, and co-workers to ensure a professional, responsible, and courteous environment. Maintains a high level of professional responsibility and performance. Promotes effective working relationships and works effectively as part of a department team (inter- and intradepartmental) to facilitate the department’s/clinic’s ability to meet its goals and objectives.

QUALIFICATIONS
- EDUCATION/LICENSURE/CERTIFICATION:
- Advanced proficiency in information systems, and a college degree, AA or BA is required.
- Advanced education/certifications in Information Technology.
EXPERIENCE:
- Demonstrated experience with IT systems and IT management with a sequence of increasing responsibilities.
- Experience working with major organizational change and project management skills.
- Healthcare setting, preferred.
